Is there any ENT Specialist that Bulk Bill as I only get a pension F/N?

I have been told I have fluid in my ears and no pressure in my left ear and my right is not good as well. I recently had to have Hearing Aids and was told that I have lost a minor hearing loss. I have bad pain, very constant, in my ears (left ear more). Mucus build up during sleep and morning that I have to clear my throat that I can spit the mucus out. If I have to go to a hospital to get grommets in my ears, can I have that procedure done ASAP without having to pay any money? -
