What is the best way to remove skin tag in newborn?

Skin tag is quite large and sited on baby's collarbone. It is quite flexible but is in the way of his clothing. This rubbing tends to cause the skin tag to become quite red. I understand that on occasion these can be removed without surgery via tying it off early on. Baby is now 4 weeks & I would like an opinion. -
