How can I get my toddler to sleep better?

My 3yo daughter has never been a good sleeper. She has a lot of trouble falling asleep. She doesn't nap during the day (will have a nap if we are travelling in the car if we are lucky), she tries but it seems as though she is wired. At night we will put her down for bed and it can take up to 2/3 hours for her to fall asleep. She is clearly tired. She even says to us she is tired. Strangers in the street are saying she looks exhausted. Once she is asleep she is generally ok. How can I help her get to sleep?
