Why am I not losing body fat?

I can't drop below 19-19.8% body fat. 8 months ago, I started a training program, and started paying more attention to diet. I was 64kg (51kg lean mass and 19.6% BF). Now, I am 73ish kg (59kg lean mass and still 19.5ish% BF). Over 8 months, I’ve put on 8-9kg of lean mass and not dropped any BF. My goal is to drop BF. I do a lifting/AMRAP program 3 times a week, and a bootcamp style class on Saturday. All classes are 40 mins. I do lifts, such as dead lifts, squats, bench press, chin ups, dips, with varying numbers of sets and reps. The program changes every 3-5 weeks, and the AMRAP component was a recent addition to the last 10 minutes of class. Saturday bootcamp is often AMRAP in style. I have also been looking at my macros and concentrating on hitting calorie goals. I started out at 1500cals, went to 1900, and since the beginning of the year, with my continued difficult losing BF, I have been put on maintenance calories of 2300. I am getting stronger, but I am not dropping BF.
