Is surgery a safe option for hyperthyroidism in a teenager?

My niece who is 15 years old today, has been treated for hyperthyroid since the past 6 years. Her last USG few days ago came back with indication of Hashimoto thyroiditis. Raised TRAB. Both thyroid lobes show diffusely increased tracer uptake, with non-visualisation of the salivary glands. The right lobe is larger than the left and there is an ill-defined area in its lower medical aspect showing relatively increased Tc-99m uptake. Tracer distribution is otherwise fairly uniform. No "cold" nodule is detected. Impression: Above findings indicate hyper functioning thyroid gland, with hyper vascular appearance seen on USG. There is a relatively hyper functioning focus in the lower 2/3 of the right lobe, corresponding to a nodule in the right lobe on USG, but overall pattern is more in keeping with autoimmune thyroiditis rather than toxic adenoma. The USG was taken in Singapore. The doctor suggested for her right nodule to be removed before biopsy. Is that safe for young girl?
