I am 19 years old. Can I have braces now?

I have also a small problem in one tooth, which is clinically dead. So, I am confused. Should I take braces?

You can have orthodontic treatment at any age, as long as there are teeth :)  I would get that tooth checked out first before starting braces though, ideally all the teeth and gums should be in a healthy and stable condition before starting braces.
