Will my teeth still move with braces and fixed retainers at the back?

After 2 years of braces, I got them off but realised my teeth was still crooked, so I went back and got braces again. However, my orthodontist would not take off my bottom fixed retainers after putting my braces on. Now my bottom row of teeth has braces on the outside and fixed retainers at the back. I'm concerned if my teeth will still move back to place with the fixed retainers at the back. -
