In short - yes. Improving both your static and dynamic flexibility of the relevant muscle groups such as the hamstrings and the hip flexors will increase speed. One of the ways this happens is increased flexibility allows for increased stride length which is important in speed.

I answered a similiar post asking about improving flexibility.  Flexibility can be lost when we lose stability.  So if you improve stability, your flexibility will improve and thus your speed can also improve. These concepts are taught to health care practitioners via Quantum Neurology.  I would invite you to look this up on you tube or the internet.

A lot of people say that it does, but a lot of weight researchers say that maybe not in running.
It might depend on the sport. It might depend on the specificity of what you are doing.
Increased flexibility will help you produce more force, which might play a benefit. In running studies, we have not actually seen improved speed as a result.
