There are various dependancies associated with the question, but if we assume the amputation is on an otherwise healthly individual (Trauma based) with no complications then it is possible to see a patient fitted for a limb in 7 weeks.  Does this constitute recovery and in the eyes of who..? I think the question needs to be asked in retrospect to the patient perspective and to the health team perspective. Does a patient feel they have recovered simply because they have a limb fitted ? In a holistic health care model the concept of recovery has many variation ans each as important as another.
