“Jamais vu” is used to describe when someone is in familiar situation or place but doesn’t recognise it - although they rationally know they have been in that situation before. Essentially, it is the opposite of déjà vu where the person feels sure that he/she has seen or experienced a new situation before, when they actually haven’t. Jamais vu can simply be when someone momentarily doesn't recognise a word, person, or place that he/she already knows.
Jamais vu is sometimes associated with seizures and epilepsy, usually presenting as an “aura” or focal aware seizure. It isn’t all that common; déjà vu seems to occur more frequently.
