Sensitive skin and bumps on face

I have extremely sensitive skin, and I have combination skin, so I get a lot of bumps on my face that aren't closed comedones or fungal acne, and they aren't milia. They are small, but they feel rough to touch, and I have tried a lot of moisturisers but they didn't help. I can't exfoliate, and I don't know if the cause is dehydration, because I have a dry face and shiny look and bumps. Any advice? -
