My teeth are loose after wearing my retainer again

So about a year ago, I noticed my teeth were shifting, so I thought if I wore it constantly for a couple of months they would go back. It’s been almost a year and I still wear it constantly everyday cause my teeth hurt when I don’t. I just went to get a new retainer and the back teeth are messed up which is hurting the rest of my teeth. Am I able to cut off the last teeth on my retainer with nail clippers so it fits well? -
