From a communication perspective a toddler by age 3 should be able to tell little stories about what happened , hold a topic of conversation well and use lots of language during play. They should understand and use “why” questions and also use simple sentences of 3+ words in length. They should understand and use basic spatial concepts such as in, on and under.

Their speech should be easily understood by a familiar adult with approximately 75% of the words they say easily able to be recognised.

I will let someone else answer regarding movement, coordination and play skills expected for this age.
