    Yes, he can. The orgasm and the ejaculation are two separate physiological processes that generally occur at the same time. Most men will have experienced at some time in their life having an orgasm without an ejaculation, or more commonly an ejaculation without much of an orgasm. It's also possible for men to train themselves to orgasm without ejaculating.
