Perhaps the easiest answer to that is that you are addicted if you can't stop.  Many of my clients like to think they are not addicted, but can only go a day or two without smoking.

Addiction has 2 elements to it.  One is the chemical addiction.  Nicotine is a highly addictive chemical.  The other component is the psychological addiction, the belief that you need the cigarette.  For someone who smokes regularly it is certain that there is some level of chemical addiction.  It is also likely that the psychological addiction exists too.  People who deny they are addicted may not be psychologically addicted, but discover they are chemically addicted when they stop smoking and find that they can't go without it.
